'Awaiting fulfillment' indicates that the payment meets the merchant's acceptance policy but the promised good or service has not yet been delivered. It should follow a verifiable payment decision and precede a separate shipment, activation or handoff record.

Practical decision points

This state is a handoff between finance and operations. The payment subsystem attests that the accepted amount and confirmation policy are satisfied; fulfillment checks stock, entitlement, shipping address and other nonfinancial conditions. Keep the payment acceptance event immutable enough that later service delays cannot turn a legitimate receipt into a missing payment. Fulfillment queues should use idempotent job identifiers so a duplicate webhook does not ship twice. Customer support needs visibility into the reason for the delay and any applicable cancellation or refund rights. Measuring payment-to-fulfillment latency separately from payment-confirmation latency helps locate the actual bottleneck.
